Dear friends and neighbors,
As we gather to celebrate Thanksgiving, I want to thank the voters of Dover, Jamaica, Somerset, Stratton, and Wardsboro for reelecting me to represent you in the Vermont House of Representatives. It’s a privilege to serve our district, and I’m grateful for your trust and support.
I also want to take a moment to thank our dedicated Town Clerks and election officials across the district. Your tireless work ensures that our democracy remains strong, and I am deeply grateful for the time, effort, and care you put into making sure our elections run smoothly. Your contributions are a vital part of the foundation that supports our communities and our shared future.

This year has brought challenges that have again tested our resilience, but it has also showcased the strength, determination, and hopefulness of our communities. In Jamaica recovery from the devastating July floods has required grit and teamwork, with officials and residents working together. Across the district, efforts like Dover’s exploration of a public water system and Wardsboro’s newly awarded public energy projects reflect the forward-thinking work happening in our towns on complex issues. This work will ensure growth, sustainability, and resilience for future generations. Grace Cottage Hospital continues to be a lifeline for many in our communities, and underscores the critical work ahead to sustain rural healthcare access.
At the same time, many of our neighbors face rising costs, housing shortages, aging school infrastructure, and skyrocketing property taxes. These challenges demand our attention and action at the state and local level. Yet, even with these challenges, the determination in our communities can give us reason for hope. Each of these local projects is a step toward securing a stronger, more sustainable future for our communities. I’m proud to be part of this work with all of you as we meet these challenges and opportunities head-on.
On a personal note, I am thankful for the support of my family. This year, I celebrated important milestones in my children’s lives, and with the steadfast encouragement of my husband, I was able to achieve a long-held goal: completing my bachelor’s degree. Their love and belief in me allow me to to serve our district and state.
Looking ahead to the next legislative session, I’ve previously announced a decision to run for Speaker of the Vermont House. My approach to leadership is simple and was outlined in my latest communication to members yesterday afternoon:: the House belongs to all 150 members. If elected Speaker, I will focus on ensuring all voices are respected, strengthening our committees to reflect members’ expertise and leadership, and ensuring transparent communication within the House and with Vermonters. I believe our shared focus must remain on delivering results on affordability, housing, education, property taxes, and stabilizing Vermont’s healthcare and education systems.
This is a pivotal moment for Vermont, and I am committed to restoring trust in our legislative process, and delivering meaningful progress.
Thank you for your continued trust and ongoing communication. I hope you and your loved ones have a peaceful and joyful Thanksgiving, and let’s all hold space in our hearts for those who will be missing loved ones at their table this year.
Warm regards,
Laura Sibilia
State Representative, Windham-2

Update from the Office of the HealthCare Advocate:
Vermont Health Connect Open Enrollment:
There are important changes this year! The Vermont Health Connect (VHC) Open Enrollment Period goes from November 1 to January 15. Vermonters who get their insurance through VHC can act during this window to avoid some of this year’s rate increases and get better insurance in 2025.
During Open Enrollment, Vermonters can sign up for health insurance or switch between insurance companies for the upcoming year.
MVP prices are lower than BlueCross BlueShield of Vermont (BCBSVT) in 2025. If you have a BCBSVT plan, you may find a similar or equal MVP plan for less money. If you want to switch, check that your doctors will be in-network, and your medications will be covered.
Gold plans will have a lower monthly premium than silver plans. Almost everyone should consider buying a Gold Plan in 2025. The only people who should not switch to gold are those who have high cost-sharing reduction plans like Silver 94 or Silver 87.Learn more:
